The skipping rules are explained in the dedicated thread ("Draft Windows"), but bottomline, everyone has a set amount of time to get their picks in. If they don't get their pick in that stated time, then they are eligible to be skipped, and can be skipped by multiple teams (in order). First 10 rounds has 4 hour limits. The final key is that all "skips" can only happen for picks that would be eligible within the 7AM to 9PM daily window.
